SPCC Plans – Gresham Smith / ODOT – Various, Ohio

As a subconsultant to Gresham Smith, STONE prepared spill prevention control and countermeasure (SPCC) plans for ODOT facilities that required a new plan or revisions/updates to an existing plan.  The facilities consisted of a combination of ODOT County Garage and Outpost facilities.

STONE prepared the plans to meet the requirements of the Federal SPCC Regulations 40 CFR 112, as well as the desired ODOT format to maintain consistency.  As part of this process, STONE conducted a site visit, interviewed on-site personnel, and developed a site plan based on the field observations. The following tasks were completed as part of the SPCC Plan development:

  1. Preliminary Facility Diagram and Site Visit Preparation
  2. Site Visits with Interviews
  3. Draft SPCC plan Development
  4. Final SPCC Plan Development

 

A total of 15 SPCC Plans were developed (7 at County Garages and 8 at Outpost facilities). The Plans addressed:

  • Drainage
  • Bulk Storage
  • Transfer Operations
  • Containment
  • Inspections and Recordkeeping

 

The mapping depicted:

  • Facility layout;
  • Regulated bulk storage containers and oil-filled operational equipment locations;
  • Ancillary container piping;
  • Surface runoff flow direction;
  • Predicted discharge flow direction;
  • Facility drainage system;
  • Spill response equipment; and
  • Spill response locations.

 

I just wanted to reach out to both of you & all of Stone for your outstanding effort, due diligence & professionalism on this project.

I’m certainly no ESA expert, but I was blown away by the detail contained in your report, especially given the tight timeframe that was required for delivery.

Please know that your work at Walnut Grove is very much appreciated by everyone here at POAH.
